Scenario 16: Defence Industrial Base Data Protection
Overview
NATO's defence capability depends on a multinational industrial base where prime contractors, subcontractors, and government agencies share sensitive technical data across borders. Weapons system designs, vulnerability assessments, test results, and maintenance data must be shared with authorised partners while protecting intellectual property, enforcing export controls (ITAR, EAR), and preventing adversary access to critical defence technology. Data lifecycles span decades (platform design to disposal), involving handoffs between design teams, manufacturers, military operators, and maintenance providers across multiple nations.
Problem Statement
Defence industrial data sharing currently relies on a patchwork of bilateral agreements, classified networks, secure file transfer systems, and contractual obligations. Intellectual property protection depends on legal agreements rather than technical enforcement. Export control compliance is largely procedural. When a multinational programme like the F-35 involves suppliers across multiple nations, each handling different aspects of the design, there is no unified mechanism to enforce "this component design is releasable to nations A, B, C but not D" at the data object level. Data leaks to adversaries -- whether through cyber intrusion, insider threat, or supply chain compromise -- are a persistent and growing concern.

Phase 2: Export Control Enforcement
Context: Nation B's weapon system design contains ITAR-controlled components. A Nation D engineer needs integration specifications but is not ITAR-authorised.
Current Process: Manual check against export control licence, email or secure transfer with contractual restrictions only.
DCS-Enabled Process: 1. Integration specification wrapped in ZTDF with ITAR attribute requirement 2. Nation D engineer requests access 3. KAS evaluates: Nation D engineer has SECRET clearance, programme membership, but lacks ITAR authorisation 4. Access denied for ITAR-controlled sections 5. Non-ITAR integration interfaces accessible (separate ZTDF wrapping) 6. Audit trail records access attempt and denial reason
Phase 3: Vulnerability Disclosure
Context: Operational testing reveals a vulnerability in the vehicle's communications suite. All operating nations must be informed; adversaries must not learn of the vulnerability before it is patched.
Vulnerability Data:
Vulnerability: Buffer overflow in radio firmware v3.2
Impact: Remote code execution via crafted radio message
Affected Systems: All vehicles with comms suite v3.2

Phase 4: Through-Life Support Data
Context: Vehicle in service for 30 years. Maintenance data, modification records, and technical publications must be accessible throughout service life.
Lifecycle Challenge: - Original design data from 2026 must be accessible in 2056 - Contractors may merge, be acquired, or go out of business - Classification may change (downgrade or upgrade) over decades - Nations may join or leave the programme - Maintenance contractors change over service life
DCS Application: ZTDF policies can be updated on already-shared data. When a new nation joins the programme, their maintenance teams gain access to existing technical data. When a contractor loses their facility clearance, access is revoked. When data is declassified, policies are updated. Key management must support decades-long data lifecycles.
Phase 5: Supply Chain Integrity
Context: Counterfeit electronic components detected in the supply chain. All manufacturers and operators must be alerted; the source of the counterfeits must be investigated.
Supply Chain Data: - Component provenance records (manufacturer, lot, date) - Counterfeit indicators (visual, electrical, performance) - Affected serial numbers and delivery batches - Investigation intelligence (suspected source -- may be classified)
DCS Application: Component provenance data wrapped in ZTDF at RESTRICTED level (broad access for quality assurance). Investigation intelligence wrapped separately at SECRET (limited to investigative team). Relationship maintained between provenance data and investigation.
